Purpose of Job
Quality Assurance Lead Engineer Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.
They undertake complex operational activities including supporting in quality assurance policies development, reviewing and suggesting additional training needs, developing quality assurance plan, setting quality management system, attending Kick-off/Final Review meetings for Project Stage Gate, ensuring proper implementation of quality standards as per developed quality management system and recommend needed modifications and corrective actions.
Job Responsibilities
- Define policies, standards, and procedures to guide the work of Engineering Affairs function whilst ensuring alignment with National Project Guide & National Facilities Management Guide issued by ISO
- Conduct research on standard quality assurance procedures applicable within ZATCA to be performed by contractors and related stakeholders to improve work processes and efficiency
- Assess and evaluate current Engineering Affairs quality assurance practices, identifying top management goals and directions to specify key priorities and areas for improvement
- Collect scope of work, design specification and master plan of selected engineering projects to form a clear understanding and enable the development of needed quality assurance plan
- Develop Quality Assurance Plan and define accordingly needed initiatives along with related objectives ensuring alignment with top management’s aspiration
- Set Engineering Affairs Quality Management System requirements in coordination with Organization Excellence function to standardize quality assurance activities across Engineering Affairs’ functions
- Identify annual training needs for Engineering Affairs employees and develop accordingly quality awareness sessions for Quality Introduction and Quality training sessions to fill required Quality Forms
- Conduct coordination meetings with Corporate Excellence to finalize and approve Quality Assurance procedures to stay aligned with ZATCA’s general vision and image
- Communicate policies, procedures and standards with related stakeholders to ensure proper understanding
- Enable the implementation of Engineering Affairs initiatives securing the achievement of the function’s overall objectives
- Manage implementation of Quality Management System ensuring proper and efficient operations
- Review Quality Procedures at Engineering Affairs level to recommend needed improvement changes ensuring alignment with quality standards and guidelines
- Manage Quality awareness sessions for proper understanding of quality management system functionality and quality training session for proper implementation of related operations within quality standards and guidelines
- Perform a supervision on developed RFPs prior to sending to potential contractors ensuring quality requirements are clearly mentioned
- Check selected external service providers, contractors and consultants’ quality system, assess alignment on templates to be used during project execution for compatibility with ZATCA’s Quality Management System
- Attend Kick-off/Final Review meetings for Projects Stage Gate to ensure project progresses are in compliance with ZATCA’s Quality procedures and standards
- Ensure proper development of internal audit plan for Engineering Affairs’ functions including internal audit program and for engineering projects ensuring alignment with quality standards and requirements
- Develop quality documentation reports in order to detect failed processes and recommend corrective actions
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
