Job Purpose:
The job holder is responsible for overseeing the accurate implementation and validation of payroll and benefits transactions and reports to ensure they are administered within set timeframes, guidelines and policies.

- Contribute to the development of Human Capital Services business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for Payroll and Benefits Administration in line with Human Capital Services business plan and Human Capital strategic plan
- Implement plans and provide input to enable achievement of Payroll and Benefits Administration goals that support ZATCA’s overall strategic plans
- Discuss Payroll and Benefits Administration budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Payroll and Benefits Administration budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for Payroll and Benefits Administration and mitigates financial and operational risks
- Oversee the implementation of payroll-related policies and processes and ensure that accurate/prompt communication to all relevant stakeholders
- Ensure the maintenance and update of ZATCA payroll system on a periodic basis by keeping employee information and records current in order to ensure proper archiving and accurate utilization of data in the future
- Review calculated payroll for ZATCA employees ensuring exceptions/variances and applicable increases or deductions are handled in line with set policies and procedures
- Ensure all types of extra payments, deductions, awards, accommodations, and other payroll-related transactions and instalments are validated and administered within proper timeframes and set guidelines and policies
- Ensure timely communication of decisions impacting payroll to related entities for accurate implementation
- Oversee the analysis of employee statistics on a regular basis to ensure validity and accuracy of salaries of ZATCA employees
- Ensure all employee inquiries and ad hoc business requests are attended to via assigned tools to keep employees satisfied and knowledgeable about their pay and pay-related matters
- Ensure preparation of all benefits transactions in an accurate and timely manner to ensure all employees payments go through accordingly
- Monitor end to end GOSI administrative services (enroll new hires, monthly update of GOSI data) and keep abreast on updated GOSI policies and procedures to ensure its proper implementation
- Monitor end to end HLP program development and launching to enable administration of HLP registration and enrollment and ensure coordination with banks to issue certifications
- Oversee the analysis of employee statistics on a regular basis to ensure validity and accuracy of benefits, bonuses, allowances and promotions of ZATCA employees
- Review all housing requests and ensure the approval of applications for eligible employees in order to proceed with housing allocation in coordination with Finance and Administration
- Ensure all types of benefit-related transactions and allowances are validated and administered within proper timeframes and set guidelines and policies
- Ensure all employee inquiries and ad hoc business requests are attended to via assigned tools to keep employees satisfied and knowledgeable about their benefits and benefit-related matters
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
- Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance

Education & Certifications:
- Bachelor’s degree in Human Resources Management, Business Administration, or equivalent is required
- Master’s degree in Human Resources Management, Business Administration, or equivalent is preferred
Knowledge & Experience:
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
