The organization is a flagship giga project under Saudi Arabia’s Vision 2030 initiative, aiming to create a world-class entertainment, cultural and lifestyle destination. The Assistant Manager – HR Procurement is responsible for supporting HR-related procurement operations, including sourcing, evaluating, and managing vendor contracts. This role involves managing procurement needs related to workforce acquisition, training, and other HR services. The position requires strong expertise in sourcing, contract negotiation, and vendor management to ensure timely service delivery, budget adherence, and compliance with organizational standards.
Key Responsibilities:
1. Procurement Operations
· Execute end-to-end procurement processes to meet HR procurement needs, including managing RFPs, vendor negotiations, and finalizing contract agreements.
· Identify, evaluate, and select vendors for services such as recruitment, onboarding, training, and talent development.
· Review bid returns and collates Combined Award Recommendation (CAR) while serving as a lead in expediting contract agreements in alignment with established governance processes.
· Review bid tabulations (technical & commercial) for accuracy, vendors recommendation, completeness and selection of vendors, and ensure all commitments made are accurately presented and have proper approval and signing authorities, as per established procedures.
· Ensure compliance of all procurement activities with the set procurement policies and procedures, and update digital systems accordingly.
· Evaluate and analyze vendor proposals and prepare commercial evaluation reports.
2. Vendor Management
· Maintain and update a database of preferred suppliers, ensuring continuous monitoring of their performance.
· Execute and administer complex contract agreements and manage communication with vendors to ensure proper delivery of required services and meet business needs.
· Evaluate vendor performance regularly to confirm alignment with service delivery standards and organizational requirements.
3. Budget Monitoring and Reporting
· Monitor procurement budgets related to HR services and provide regular expenditure reports.
· Manage the development and enhancement of frequent, periodic, accurate and high-quality reports to ensure complete documentation of procurement activities.
· Identify opportunities for cost savings and optimization within the HR procurement framework.
· + years of experience in policy governance, compliance, or supplier development roles, ideally in large-scale projects such as construction, real estate, or urban development.
· Bachelor’s or Master’s degree in Supply Chain Management, HR, Business, or related fields. MBA and/or other advanced degrees preferred.
· Preferred: CIPS (Chartered Institute of Procurement & Supply), CPSM (Certified Professional in Supply Management), or CSCP (Certified Supply Chain Professional).
· Demonstrate proficient use of Procurement software, such as Prism, SAP, and Ariba.
· Proven track record of working in cross-collaborative environments and ensuring differing goals and needs align with overarching organizational strategy.
· Fluency in English is required, with proficiency in Arabic highly desirable.
· Understanding of the local cultural and business landscape in Saudi Arabia through work experience in the region preferred.
