Purpose of Job
The job holder is responsible for managing International Relations function including Gulf Arab Relations, International Relations, and International Operations to facilitate and align on tax settlement and customs and import/export activities and the amount of tax that should be paid in ports for import and export activities.
Job Responsibilities
Strategy and Planning
- Contribute to the development of International Relations and Treaties business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for International Treaties in line with International Relations and Treaties business plan and Strategy & Development strategic plan
- Implement plans and provide input to enable achievement of International Treaties goals that support ZATCA’s overall strategic plans
Budget Management
- Discuss International Treaties budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of International Treaties budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for International Treaties and mitigates financial and operational risks
KSA Tax Treaty Model Update and Negotiation
- Provide strategic input and directions during the development/ update of KSA tax treaty model ensuring alignment with latest policy developments and input of concerned stakeholders
- Oversee the formulation and negotiation of KSA positions in international treaties
- Provide guidance during the development/ update of tax treaty policy ensuring alignment with national economic interests, the Kingdom's overall tax policy objectives, and Ministry of Finance direction
- Oversee the expansion of ZATCA’s bilateral and multilateral cooperation to achieve set goals and objectives
- Represent ZATCA and participate in relevant international treaties and forums to strengthen existing relations and build new networks
Bilateral and Multilateral MoUs and Treaties’ Development and Monitoring
- Direct the development of bilateral and multilateral MoUs and treaties in coordination with Legal & Enforcement function ensuring stakeholders’ input and expectations are considered, and ensure sign-off with the attendance of key stakeholders
- Monitor the implementation and performance of bilateral and multilateral treaties and MoUs and ensure deviations from agreed terms are mitigated/ resolved through corrective action plans
- Ensure that accurate reports and statistical analyses are submitted to internal and external stakeholders in a timely manner
People Management
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
- Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
- Establish a high-performance working environment and promote ZATCA values
Job Details
Communication and Contacs
Education
- Bachelor’s degree in International Relations, Public Relations, Economics, or equivalent is required
- Master’s degree in International Relations, Public Relations, Economics, Business Administration, or equivalent is preferred
Experience
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
