The Senior Director of Land Planning & Servicing is a pivotal leadership role within the Central Development Unit (CDU) and the Centre of Excellence, responsible for establishing and monitoring the governing procedures, processes and guidelines for strategic master-planning, infrastructure, and servicing frameworks across Qiddiya’s districts and sub-precincts.
Key responsibilities include overseeing governance structures, stage gate frameworks, and reporting mechanisms to enhance decision-making, operational efficiency, and compliance. The position will champion best practices in land use, master planning and infrastructure development while fostering consistency, quality, and regulatory adherence. Additionally, the Senior Director will lead stakeholder engagement, facilitating cross-functional collaboration.
A strong background in governance, large-scale mixed-use master-planning, development, and infrastructure management is essential, along with expertise oversight in risk assessment, compliance, and operational oversight is essential.
Stage Gate Management – Strategic Land Planning & Development Governance:
o Establish strong governance frameworks for master-planning, land planning and reporting templates to guide decision-making and streamline development operations.
o Act as a partner and support the Business Units throughout the Land Planning and Servicing process, providing guidance and compliance on Stage Gate deliverables and templates.
o Ensure all master-planning, land planning activities align with development of stage gate frameworks, processes and procedures meet strategic and regulatory requirements and ensure processes are adhered to across all land planning activities, promoting compliance, consistency and quality.
o Establish governance frameworks for decision-making, reporting, and land planning activities in alignment with Qiddiya’s strategic requirements.
o Support the Centre of Excellence business plans to implement best practices, streamline stage gate processes, and provide oversight on land use and development.
Stage Gate Management – Infrastructure and Land Servicing Management:
o Establish and oversee the governance of infrastructure services (e.g., roads, utilities) and public realm developments, ensuring alignment with strategic and operational goals and master-plans.
o Develop operational policies and procedures to govern land servicing across multiple phases of the project.
o Keep up to date with stakeholders, service providers, contractors, and government bodies standards to ensure compliance with design standards and regulatory frameworks.
Governance, Auditand Policy Development:
o Implement and oversee best practice governance policies for master-planning, land use, planning, and servicing to ensure alignment with Qiddiya’s operational goals and regulatory requirements.
o Develop procedures for risk management and compliance, ensuring they are integrated into all master-planning, land planning and infrastructure delivery activities.
o Collaborate closely with stakeholders to ensure that land servicing and planning activities align with strategic objectives and risk management procedures.
o Contribute to governance committees to monitor progress, enforce accountability andintegrating feedback from stakeholders / lessons learned across all levels of development operations.
o Implement governance structures aligned with the stage gate approval processes to monitor progress, ensure accountability, and enforce transparency across all levels of development.
Stakeholder Engagement & Performance Review:
o Oversee stakeholder engagement strategies to foster collaboration and alignment across Qiddiya's development teams.
o Foster cross-functional collaboration with Qiddiya’s master-planning leads, asset class leads, infrastructure teams, and other key stakeholders to align land development and servicing activities with broader district and city strategies.
o Conduct performance reviews and stage gate assessments, identifying areas for improvement, and implementing feedback into governance frameworks and policies.
o Regularly update and refine operational procedures, governance policies, and reporting templates to reflect evolving project needs and stakeholder feedback.
o In collaboration with Master-planning, Land Planning, Land Servicing Management development operations, implement risk management frameworks to identify potential risks and integrate mitigation strategies

Experience:
o 15+ years of experience in land planning, infrastructure or construction management, and development management operations experience on large-scale real estate mixed use development projects.
o understanding and developing governance frameworks, policies, processes, and land servicing operations in large scale mixed use environments.
o Strong leadership skills with the ability to guide cross-functional teams and influence senior stakeholders across multiple stages of land development and servicing.
