Overall purpose; To contribute to the implementation and follow-up of the Strategic and Comprehensive Partnership. Under the direct supervision of the Head of Cooperation, take a proactive role and responsibility in in the Coordination of Cooperation and Horizontal issues, supervise the external Communication, and be responsible for culture.

Security Clearance is compulsory for all EU Staff in delegations and has to be requested by selected candidate before departure.

Functions & Responsibilities

  • COORDINATION HORIZONTALE
  • Support the Head of Cooperation in all the coordination and reporting tasks for and by the

Cooperation section, contributing to the Delegation and Headquarters objectives, involving

the counterparts, stakeholders and donors when relevant.

  • Assist in the coordination of policies, programming, reporting and briefings, missions,

internal coordination and management, quality and processes control, monitoring and

evaluations

  • Prepare and assist with missions from Headquarters
  • Support in particular to the communication and visibility tasks according to the

communication strategy and in close coordination with the HoD and the Political section

  • Collaborate closely with MENA headquarters.
  • ANALYSE des POLITIQUES
  • Contribute to the policy dialogue with all relevant ministries, agencies, development partners

and other relevant stakeholders in all areas of concern.

  • Contribute to sector analysis and to the definition of sector strategies.
  • GESTION GLOBALE de PROGRAMMES
  • In the areas of responsibility, contribute to the programming, identification and appraisal

process in close cooperation with the beneficiary institutions in Egypt; contribute to the

preparation of Commission’s Decisions and to the negotiation with the beneficiaries of the

legal agreements that will follow.

  • Contribute to all aspects of the procurement process: draft Terms of Reference,

specifications, procurement notices, call for proposals etc. and launch procurement

processes; manage service, supplies and works contracts.

  • Ensure the follow-up of the programme implementation, monitor contractual obligations (via

periodic reviews, audits, reporting and assistance, attending monitoring meetings, evaluation

and ROM etc.), elaborate progress reports and propose action if/when relevant.

  • Maintain good and effective contacts with all relevant stakeholders in the field, namely:

National authorities and institutions, representatives of the diplomatic missions of the

Member States, representatives of the principal international donors, Civil Society

Organisations and other local non-state actors.

  • Evaluate project results in relation to the proposed action plan and objectives.
  • Give an “operational visa” on documents where required in CRIS / OPSYS etc.. and ensure

the quality check of the encoding in these IT systems – Attend if needed any relevant

training to handle this task.

  • COMMUNICATION EXTERNE (général)
  • Produce and disseminate the results of programmes and projects at workshops, seminars,

conferences and other public events.

  • Extract and disseminate best practices and facilitate exchange of experiences.
  • Contribute to the production of publications and to the visibility of projects/programmes in

general in conjunction with the press and information section.

  • GESTION DOCUMENTAIRE
  • Correctly apply the Commission's document management rules to the documents for which

the official/agent is responsible, following the instructions of Headquarters and with the help

of the DMO correspondent. Ensure in particular the correct registration, filing and archiving

of these documents.

  • Create, process and file documents in ARES, including in using Areslook for relevant mails

to be registered.

Experience

  • GESTION et SUIVI des PROGRAMMES

Expérience relative au poste: au moins 3 ans

Working experience in the management of EU projects in developing countries a strong asset.

Knowledge of Arabic is considered as an asset. Knowledge of any other languages, such as

French, is also an asset.
