He/she will be directly responsible of:

  • Assist the Team Leader and Sectoral International Expert to ensure the overall technical and administrative management of the Programme.
  • Assist, organize, follow up all missions executed by CREA experts, it includes: logistics, reporting revision, field trips, etc.
  • Assist in the technical formulation of Terms of Reference (ToR) of call for proposals and call for tenders.
  • Assist to ensure the timely preparation of all technical and financial information requested by the EU and AICS.
  • Assist the Team Leader to formulate in a timely manner narrative and financial reports of the Programme to be submitted to AICS for clearance and then to EU.
  • Support to implement, monitor and assess on the progress of contracts (supply, service and works) based on AICS regulations.
  • Assist and support in facilitating external evaluation (e.g.: mid-term and final review) and audit missions (internal and external).
  • Support the implementation of the Communication and Visibility plan.
  • Be the focal point for liaising with the concerned stakeholders at central and local level (e.g.: line Ministries and Governorates), notably with regard to CREA activities/experts’ missions.
  • Support and assist the Team Leader in organizing the Steering Committee Meeting as well as setting-up and animating a non-formal platform for decision making purposes.
  • Perform any other activities as requested.

Requirements3.1 Education Skills

  • Bachelor’s University degree in Agriculture, Sciences, Engineering or similar field of studies.

Other degrees will be considered when matched with highly qualified professional experience in the sector of intervention.

3.2 Language skills

  • Arabic native speaker.
  • Excellent command of English, both written and spoken (C1 European Level).

3.3 Experiences and competences

Minimum of 4 years of relevant professional experience in the field of agriculture and water resource management in the framework of development programmes.

  • Solid experience in programme management, procurement, food security, gender equality and women empowerment.
  • Previous experience in effective working relationships with a range of stakeholders, government, donors, and implementing partners.
  • Previous experience in either EU-funded projects or EU coordination mechanisms or similar.
  • Proficient in using computers including Microsoft Office programs, spreadsheet, email (outlook) and internet.
  • Preferred requirements Will be additionally considered the following preferred requirements:
  • Higher degrees and qualifications in his/her educational studies in the field of sciences.
  • Relevant professional experience with Italian and international organizations and Egyptian Institutes.
  • Technical experience in sustainable crop production and protection, plant nutrition, land, water management, mechanization etc.
  • Teamwork and team building attitude, strategic and effective communicational skills.
  • Professional skills and experience in the support for procurement, recruitment, budgeting, planning, M&E, reporting, evaluation of concept notes, proposals and action results/achievements, visibility, and communication management.
