Our Client is a Multination aviation company looking to hire a strong Cargo Regional Operations Manager, the position in NEAL has the specificity to cover a cargo self-handling station (Cairo) and the related warehouse activities. Large team management activities are consequently attached to the position.

11.   Team management

·         Manages his team (including external staff) as per applicable company rules and regulations in order to reach the objectives and purpose of the position.

·         Ensure staff wellbeing and motivation at work, evaluation, development, training cursus etc in order to get the best possible results of the organization.

·         Establishes with the Market Manager the best suitable organization to reach the objectives.

2.   Operational Integrity

·         Ensures that covered stations comply with regulatory requirements related to operations, including training.

·         Contributes and monitors implementation of Market Flight Plan objectives.

·         Prepares, facilitates and follows internal and external audits

·         Is in charge of investigating operational incidents and of implementing corrective actions, including with state authorities or bodies.

·         Is responsible for the application of the regulations in force for Market stations.

·         Is responsible for the application of the Safety Management System.

·         Ensures the integrity of operational computer data entry.

·         Ensures all security procedures are properly applied in all covered stations.

3.   Operational Procedures (import and export)

·         Organizes and implements operational procedures in the Market in order to achieve the best efficiency and quality of service, including with subcontractors and suppliers.

·         Defines the necessary resources for optimal, efficient and compliant operations (staff and material means) for standard or degraded situations.

·         Set up back-up procedures in the event of a computer or other problem.

4.   Quality and documentation

·         Manages and improves the quality performance thanks to operational tools and quality measurement systems (Flight safety, CiQ, ULD control, Cafeed, Estiated Weights…).

·         Follows the operational KPIs of each station through monthly reporting and implements corrective actions for continuous improvement of results, by coordinating actions with each station.

·         Prepares and manages the quarterly internal review for the operations part.

·         Ensures the permanent updating of the regulatory documentation of the Market (Minimaq, station-cargo protocol, SOP, LP, PLS, CGOREF, etc.), their distribution and their archiving on the documentation systems.

·         Ensures that all Market stakeholders have adequate access to documentation and actually use it.

·         Is responsible for the results achieved on the “5 must haves”.

5.   Budget & Cost Control

·         In charge of the Budget cost preparation for the covered stations, in collaboration with the Market Manager

·         Closely monitors local operational costs, analyses them, provides explanations for deviations, and suggests corrective actions.

·         Implements a cost control system to improve efficiency in spendings

·         Coordinates regular VAT reporting to the Tax Administration in liaison with Tax Advisor.

6.   Capital Asset Control

·         Manages with his team the AFKL Cargo assets (buildings/equipment, etc)

·         Monitors the use of AFKL equipment by third-party staff, recognize training needs and organize locally.

·         Ensures ULD stock information is relayed timely and correctly in VC ULD (weekly inventory and stock order).

·         Ensures all non-stock purchased items are available and arrange local and central supply via Click2Buy.

·         Manages investment requests, in relationship with the Market Manager

7.   Subcontractors / suppliers management

·         Manages procurement of all needs related to Operations, including local and central procurement via Click2buy when needed.

·         Ensures that the level of performance of the service providers meets the requirements of the contracts / SLAs by means of performance evaluations through performance reviews and implements improvement actions.

·         Ensures that subcontractors reviews take place on time and are of good quality. Makes sure that reports are issued in accordance with cargo standard procedures.

8.   Staff safety & hygiene

·         Safety at work identifies discrepancies that could lead to risks, reports them, suggest solutions, makes the necessary procedure reminders, intervenes to put an end to any risky situation when necessary.

·         Ensures the conformity of the fire detection and firefighting means in accordance with the regulations.

·         Ensures good hygiene conditions at work, and in particular compliance with the rules in accordance with the recommendations of the health authorities and the recommendations of the human resources department. Alert when necessary.

·         Ensures that the cleaning of the premises is done in an adequate manner, and ensures constant monitoring

9.   Crisis plans

·         Participates in the definition of the risk prevention plans on the Market.

·         Participates in the development of crisis management protocols and associated operational solutions and procedures, including communication plans.

10.Environment and sustainability

·         Integrates in his work the sustainable targets of the AFKLMP group

·         Leads and implements all related operational measures towards sustainability

·         Actively participates in the CSR action plan on the Market.
