Q2 Impact is recruiting an experienced Change Management Specialist to support the Learning Activity in Cairo, Egypt. This Advisor will be responsible for working closely with the USAID Learning Activity Mission technical and support teams through a continuing organizational development effort named “Mission of Leaders.” The Mission of Leaders (MoL) is the organizational development (OD) component of the USAID Learning Activity, a five-year project (2023-2027) supporting the Mission with Collaborating, Learning, and Adapting (CLA), Monitoring, Evaluation and Learning (MEL), and OD.

The MoL program in Egypt is being enhanced and intensified, thus the need for a new, full-time Change Management Specialist located in Cairo to work with both the Mission and Learning Activity colleagues. The Change Management Specialist will be responsible for working closely with Mission technical and support teams to implement a comprehensive change management strategy, help with the integration of CLA strategies, foster optimal team collaboration within the Mission, and build capacity to sustain change and build a culture that fosters continuous learning and improvement.

This position reports directly to the Learning Activity’s Chief of Party and coordinates closely with the Organizational Development Team Lead. This position will be based in Cairo, Egypt.

Primary Responsibilities

  • Change Management Strategy: Implementing a comprehensive change management strategy aligned with USAID Mission Director’s vision and organizational goals and objectives for enhancing internal collaboration, team dynamics, team effectiveness, and leadership behaviors.
  • Stakeholder Engagement: Work with Mission staff at all levels, with an emphasis on engagement with leadership and “champions” within the Mission to develop tailored action plans for various operating units, ensuring buy-in and support for change initiatives across all levels of the organization.
  • Design and implement strategies to foster a culture of collaborating, learning, and adapting (CLA) within the Mission, as required by USAID agency policy, with the intention of strengthening the effectiveness of staff and teams to achieve development objectives.
  • Training and Capacity Building: Design and deliver skills workshops to build change management capabilities among USAID staff and leadership.
  • Change Communication: Develop and execute communication plans to effectively communicate the rationale, objectives, and benefits of change initiatives to Mission staff.
  • Monitoring and Evaluation: Establish key performance indicators (KPIs) and metrics to monitor the progress and impact of change initiatives, and regularly report on outcomes to the Learning Activity Contracting Officer’s Representative (COR),
  • Organizational Culture Development: Collaborate with support offices including the Program Office and EXO, as well as senior Mission leadership to foster a culture of continuous improvement, innovation, and resilience within USAID Learning Activity.


Experience And Skills

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

  • Bachelor’s in Organizational Development, Business Administration, Human Resources, or a related field plus 10 years of experience working in an organizational development capacity.
  • Proven experience in change management, organizational development, or related roles, preferably within the international development sector and preferably with USAID.
  • Strong understanding of change management principles, methodologies, metrics, and best practices.
  • Excellent communication, facilitation, and people skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.
  • Demonstrated ability to develop and execute comprehensive change management strategies in complex organizational environments.
  • Experience in designing and delivering training programs and workshops on change management topics.
  • Highly analytical with strong problem-solving skills and the ability to think strategically.
  • Certification in change management (e.g., Prosci, ACMP, ATD) and/or executive coaching (ICF) is preferred.
  • English language required.
  • Experience working in Egypt and/or with Arabic language a plus.
