Team Leader, Engineering

Manage, lead and provide technical expertise and managerial support to the gas distribution business planning and execution to ensure safety, integrity, reliability and quality.

Facilitate and enhance overall performance of engineering teams through interface, coordination and management of resources so that the projects are executed professionally, diligently, effectively and to the required quality and HSE standards in a manner ensuring satisfaction with all end users and stakeholders.

Manage, Lead, Direct, Plan, all engineering and technical activities of gas networks, gas in building (GIB) compressed natural gas (CNG) and Liquefied Natural Gas (LNG) during the projects pre/post award till completion and handing over to end user. Ensure that the engineering teams have the necessary resources, support, and guidance to meet the mandate of group CEO / Directors and overall group objectives.

Support the development and rolling out city gas business technical specifications, process and procedures covering engineering and projects managements and related disciplines. Drive the review and implementation of improvement actions such as design changes, contracting and execution strategies and operational excellence across the company.

Serve as the principal point of contact for the engineering teams / senior discipline engineers / discipline engineers on key issues related to projects engineering ensuring that projects construability , operability, HSE, quality, budget and schedule objectives are met.

Liaison with New Developers, Private Gas Consultant and Private Gas Contractors and provide the necessary technical support to construct, build , review of design submissions, plan the site inspection and issue the Final design NOCs for their Natural Gas Distribution Networks, LPG/SNG/NG/CNG/LCNG Farms/Plants and LPG/SNG/NG Installation Pipe-works within residential, commercial and Industrial customer premises.

Job Specific Accountabilities

• Lead the conceptual development discipline, providing direction and advice to company senior management on conceptual development, enables the establishment of world class conceptual development capabilities & practices across the company. Develops and maintain company standards, guidelines & best practices.
• Manage all activities of projects initiation to VAP stage gate 2 (PREDEFINE) ensures that group and company city gas projects initiation and definition delivery according to plan, prepare Decision Support Package (DSP) to facilitate management to make a Final Investment Decision (FID) on whether to invest further in the project and authorize the EXECUTE STAGE. Freeze the scope of the project and enable successful project execution.
• Coaching and mentoring the city gas project Engineering Team, and implementing highest industry norms ensuring adherence to corporate safety, quality, cost and operational efficiency.
• Manages the quality and progress of work performed by licensors, FEED studies and technical consultancy. Ensures Company policies for technical, safety, quality and environment are correctly addressed. Identify the bottlenecks and recommend corrective action to ensure smooth and timely completion of studies at optimum cost.
• Directs the development of schedule, cost estimate and budgeted cash flow for the FEED studies and technical consultancy. Review and recommend the same for Tender Committee and Management endorsement/approval. Controls and monitor the implementation of the total budget, schedule and quality to ensure adherence to the overall approved plan.
• Develops and manages scope of work and deliverables for technical consultants, licensor and engineering contractors for services in related fields as required. Directs and controls scope changes that maybe required during projects implementation phases in terms of technical validity and cost effectiveness
• Directs and controls all activities of engineering team during the Project cycle till completion and handover to operation ensuring that latest approved technologies are applied and compliance with applicable international standards, in cost-effective manner.
• Lead the development, managing and maintaining the Natural Gas Division Technical Specifications, guidelines, Policies and Procedures ensuring that latest approved technologies are applied and compliance with applicable ADNOC Group policy and procedures.
• Manage the activities of Natural Gas Distribution Networks & CNG/LNG/LPG/SNG facilities projects engineering, communicates and liaises with the owners, governmental bodies and contractor’s management counter parts to solve issues related to project scope of works, and technical specifications through project phases until completion.
• Establishes effective organization for the engineering teams, including manpower utilization and mobilization. Directs, manages, Leads, motivates, reviews and monitors the performance of the teams. Provides engineering management and technical expertise to ensure effective management of all the projects phases
• Provides professional expertise in the selection of potential contractors, suppliers, vendors, TPIs and consultants with particular emphasis on their pre-qualification, bid evaluation and performance records.
• Contributes to the development of emergency plans, and crisis management systems and procedures to cover including live gas operations and attends related meetings, as required, and participate in accident / incidents investigation.
• Participate in projects progress meetings, and provide the advice and recommendations to projects management team.
• Leads the review of claims, back charges and variations with contractors, consultants and vendors related to additional scope, scope changes, design / technical specifications changes, non-compliances to agreement SOW/Technical specifications, …etc. Identify cost impact and make appropriate recommendation to senior management.
• Ensures that engineering team PDP at place to progress, develop, and meet the career aspirations within the organization, and became up-to-date with regarding to technological development.
• Lead and manage the development of tender invitation packages, enquires / RFQs, bidders list, technical evaluation criteria, cost estimates and CAPEX for the projects. Review and recommend the same for Tender Committee and Management endorsement/approval, including preparations of business cases and submit it to senior management to obtain IC/IPC approvals.
• Lead and manage purchase requisitions (PR), technical evaluation criteria, cost estimates and CAPEX, and recommend the same for Tender Committee and Management endorsement/approval. Manage all post award activities including detailed design and materials & sub-vendors approvals, manufacturing progress, completion, testing, and delivery.
• Reviews and analyzes agreements Change Order Requests, claims and prepare recommendation to senior management for settling of variations/claims.
• Ensures that the facilities delivered to end-users are safe, reliable, operable & maintainable in view of different natures, diversity of each system, equipment & facilities and the complexity of technology involved. Organizes and manages projects engineering audits as required to ensure compliance with requirements.
• Liaison with New Developers, Private Gas Consultant and Private Gas Contractors and provide necessary technical support to build their Natural Gas Distribution Networks, LPG/SNG Farms/Plants and LPG/SNG/NG Installation Pipe-works within residential, commercial and Industrial customer premises.
• Lead the review of the Design Submissions received from New Developers for the Natural Gas Distribution Networks, LPG/SNG Farms/Plants and LPG/SNG/NG Installation Pipe-works within residential, commercial and Industrial customer. Lead and plan the sites inspections and issue the Final Design NOC’s.
• Lead the technical evaluation and approvals of ARIBA pre-qualification system applicants for work & products group’s vendors, contractors, consultants, TPIs and service providers.
• Coordinates with relevant Government Authorities / Entities, master developers and other Utilities Organizations in the Emirate of Abu Dhabi at the level of concluding and implementation of the gas distribution networks to optimize the cost and eliminate future re-works. And participate at authorities / government entities technical committees providing technical expertise as and when required.
• Manage and lead the process of closing all Municipal Electronic Permitting System (MePS), and government E-NOC system applications for Abu Dhabi Emirate building permit system and utilities infrastructure / master development projects ensuring meeting deadlines.
• Participates in Projects HAZOP/HAZID/QRA/HSEIA studies. Ensures cost-effective solutions and application of value added engineering throughout the duration of projects. Provides troubleshooting guidance to operations, as requested. Participate in establishing the project Health, Safety & Environment Management processes.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

• Bachelor Degree in Engineering.
  
  

Minimum Experience / Knowledge & Skills

• Min 15 years of experience in design, engineering, construction and operations of gas distribution networks / pipelines, LPG/SNG/NG gas utilization, LPG/SNG/NG/CNG farms and facilities for residential, commercial and industrial customers; including 5 years in engineering management in a lead/supervisory role with Good oral and written communication skills.
• PC user, with experience in MS Office applications.
• Good in English/Arabic languages written and spoken.
• Valid UAE Driving License
