Primary Duties And Responsibilities

PROJECT DESCRIPTION

Trade Reform and Development in Egypt (TRADE) is a USAID-funded project whose objective is to increase Egypt’s international trade by increasing exports from small and medium-sized enterprises (SMEs) in the activity’s “selected sectors”; Engineering Products, Food Processing, Home textiles, Ready Made Garments, Chemicals, Printing and Packaging, and Building Materials

The TRADE Activity Will Achieve The Following Three Results

  • Enhanced Export Capacity of SMEs, in particular New and Expanding Export- Ready Enterprises (NEEREs) in the Selected Sectors.
  • Strengthened Public and Private Trade-Support Institutions (e.g., Trade Associations, Export Councils, etc.); and
  • Improved Trade and Investment Policy, Regulatory and Institutional Environment

ASSIGNMENT BACKGROUND

TRADE is seeking to hire a short-term consultant or team of consultants to advise its partner TSI, the American Chamber of Commerce in Egypt (AmCham), to create and develop a detailed plan for establishing and executing the “U.S. Market Navigator Program,” a training program that aims to provide Egyptian companies with the necessary knowledge and expertise to effectively engage in exporting to the United States. The program is focused on the following sectors: (1) apparel/textiles and (2) food.

USAID TRADE has actively supported AmCham to develop export-related services. In this context, in collaboration with AmCham, the project plans to develop a training program, the U.S. Market Navigator Program, to support Egyptian companies in the (1) apparel/textiles and (2) food sectors to successfully export their products to the U.S. market. This training program aims to equip participants with the essential knowledge and skills required to understand the U.S. market dynamics within these sectors, identify opportunities for Egyptian products, assess logistics and market entry strategies, market segmentation, target prices, and latest import legislation, and navigate U.S. import regulations; establish successful trade relationships; and develop export business plans to enter the U.S. market.

The program's primary goal is to equip participants with the necessary marketing, selling, and supply chain management skills to successfully export to the United States market. It will offer a hands-on learning experience through project-based learning, enabling participants to understand and effectively enter and expand in the U.S. market. The program's practical nature will ensure its relevance and effectiveness, as it is specifically tailored to two key exporting sectors from Egypt: (1) apparel/textiles and (2) food. The program's target audience is mid to large-size Egyptian exporters.

USAID TRADE seeks to hire an individual or team of experienced consultants to support AmCham’s Career Development Center in Egypt in the design and implementation of this program.

TASKS

Needs Assessment

  • Conduct market analysis (from existing reports/literature) to understand the challenges and opportunities for Egyptian companies in the (1) apparel/textiles and (2) food sectors when exporting to the U.S.
  • Identify the specific areas and topics, such as market entry strategies, regulatory requirements, logistics, and marketing, where Egyptian companies in the target sectors will need guidance and support.

Program Design

  • Develop a curriculum that addresses the identified needs of the target companies, covering topics such as:
  • Overview of the U.S. market for (1) apparel/textiles and (2) food products.
  • Regulatory requirements and compliance (e.g., customs, labeling, certifications).
  • Logistics and supply chain management for exporting to the U.S.
  • Marketing and branding strategies for the U.S. market.
  • Business development and networking opportunities.
  • Determine the format and duration of the program: a series of workshops, one-on-one coaching, or a combination of both.
  • Identify relevant case studies to be included in the program.
  • Develop practical assignments to be included in the program, such as creating export plans to enter or expand within the U.S. market for the (1) apparel/textiles and (2) food sectors based on international standards and best practices.
  • Identify key subject matter experts and industry professionals who will serve as instructors or guest speakers.

Participant Recruitment and Selection

  • Support developing a marketing and outreach strategy to promote the program to the targeted Egyptian companies.
  • Establish clear eligibility criteria and a selection process to ensure the participants are well-suited for the program.

Monitoring and Evaluation

  • Develop a system to monitor the program's progress and impact, including participant feedback, success stories, and measurable outcomes.
  • Regularly review and update the program content and delivery based on feedback and changing market conditions.

Roles With Stakeholders

  • Collaborate closely with AmCham and relevant industry stakeholders to gather input and insights into the design and implementation of the program and on demand conditions for the (1) apparel/textiles and (2) food sectors.
  • Liaise with subject matter experts, industry professionals, and government representatives to ensure the program's relevance and effectiveness.
  • Provide regular updates and progress reports to AmCham and USAID TRADE Project.

DELIVERABLES

  • A market analysis report and needs assessment for the (1) apparel/textiles and (2) food sectors specific to Egyptian companies.
  • A detailed curriculum and training program design, including program structure and content, session outlines, learning objectives, and resource materials (relevant case studies, assignments, etc.).
  • Guidelines for creating export plans, including templates and examples based on international best practice for participants to reference.
  • A list of recommended subject matter experts and industry professionals to serve as instructors and guest speakers.
  • A participant recruitment and selection strategy, including application materials and evaluation criteria.
  • A monitoring and evaluation framework, including key performance indicators and a plan for ongoing program improvement.
  • Regular progress reports and a final program evaluation report.

EXPECTED OUTCOMES

  • Development of a Comprehensive and Practical Training Program “The U.S. Market Navigator Program”: The creation of a robust and tailored training program designed to help Egyptian companies navigate the U.S. market effectively.
  • A New Export Support Service Developed with the AmCham Career Development Center: The introduction of a new export support service will support the needs of Egyptian businesses in the food and textile/apparel sectors that aim to expand into the U.S. market.
  • In-depth Understanding of Market Dynamics: Provision of a thorough analysis of the challenges and opportunities faced by Egyptian companies in the apparel/textiles and food sectors when exporting to the U.S., enabling informed decision-making and strategic planning.

Required Qualifications

QUALIFICATIONS

The combined qualifications for consultants undertaking the mentioned tasks should include:

  • Proven experience in designing and implementing export promotion or market entry programs, preferably in the apparel/textiles and food sectors.
  • Deep understanding of the U.S. market conditions, regulatory requirements, and success factors for the targeted sectors.
  • Expertise in developing training and capacity-building programs for exporters.
  • Strong research and analytical skills to conduct thorough market analyses and needs assessments.
  • Excellent project management skills and coordination capabilities.
  • Proficiency in working with diverse stakeholders, including government agencies, industry associations, and private sector companies.
  • Familiarity with the Egyptian business and export landscape would be an advantage.
