Overview

V2X is seeking a ship repair and maintenance leader to join our ship repair and technical assistance team as our In-Country Program Manager. This position is forward deployed in Egypt and will be tasked with providing on-site execution of task and oversight of expat workers (V2X and Subcontractors) and subcontracted local hires.

The In-Country Program Manager will be required to directly supervise, mentor and train assigned V2X personnel. This includes assigning work, evaluating performance, identifying training needs and hearing/resolving issues and conflicts. As the In-Country-Team Leader is expected to maintain a good working relationship with Egyptian Navy counterparts in a dynamic work environment.

This is an unaccompanied billet, but the successful applicant can have family member/dependents with them at the successful applicant’s own expense.

Responsibilities

Position requires frequent interaction with Flag Level Egyptian Naval Officers and senior NAVSEA representatives, potential candidates must possess the skills and experience to necessary to tactfully operate within an environment which can at times be both politically and culturally challenging.
  • Provide oversight and direction to in country functional managers in the areas of; IT, Planning, Technical Assistance, and Industrial Shipyard Management as required to ensure successfully meeting all contractual obligations.
  • Cooperates and collaborates with various CONUS project managers to develop strategies and policies to successfully execute contractual requirements on time and on budget.
  • Responsible for the development of detailed program reports, Plan of Action and Milestones (POAM)s, and site-specific policy and procedural documents.
  • Plan and execute weekly meetings with NAVSEA program managers, via VTC and teleconferences.
  • Manage and provide recommendations for proposed special projects, upgrades and resource management.
  • Provide executive level oversight for long term projects and system upgrades, to include budgetary, manpower and long-range planning.
  • Participate, as a key member, in Work Definition Conferences, Arrival Conferences, Departure Conferences, Docking Conferences, and all other meetings and conferences germane to the FOTS program management.
  • Accountable for all matters concerning the performance and quality of support provided to the Egyptian Navy and NAVSEA as related to the in-country team.
  • Record comprehensive lessons learned throughout all phases of training and technical support and develop new processes and procedures to improve services
  • Support business opportunities to grow and strength V2X in the country and region.
  • Performs other duties as assigned

  • Qualifications

    Education/Certifications Bachelor degree in Engineering or Technical area
  • Must be a U.S. Citizen and have an active passport with at least 2 years prior to expiration.
  • Experience
  • Over 25 years of maritime experience with increased levels of responsibility of which include 20 years of maritime engineering experience.
  • Preferred Qualifications
  • A former US Naval Officer (USN or USCG).
  • Project Manager Professional (PMP) Certification a plus.
  • Lean Six Sigma Black Belt a plus.
  • Skills
  • Excellent oral and written communication skills and the ability to work with a wide variety of functions and levels of management.
  • Ability to work independently with limited supervision.
  • Ability to help identify program risk and work with CONUS Program Management to mitigate and resolve program risk.
  • Supervisory Responsibilities
  • Manages in-country Team managers. Overall general accounting responsibility for the program.
  • Working Conditions
  • Indoor and/or outdoor environment with adverse conditions (i.e., hot, dry, environment with average temperatures of 95 degrees weather.)
  • The worker is subject to both environmental conditions. Standard shipboard environment which could be outside or inside depending on repair. Office working environment could require prolonged sitting and extensive keyboard and computer operation during longlines research.
  • Physical Requirements
  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
  • Must comply with all Fire and Safety Regulations and post policies.
