Mission: Why does the job exists within the organization?

The regional Subject Matter Expert (SME) - procurement for large and complex project has the responsibility to contribute into the competitiveness of the project as well as the safe and profitable execution by selecting the best suppliers and supply chain to deliver the project.

The SME is responsible for developing the skills, related to procurement of large and complex projects, of the regional procurement team. The SME secures that each project has the most optimal staffing in terms of representation from procurement and supply chain.

The regional SME has the operational authority to represent procurement and supply chain in the regional project delivery team and liaise with regional management. Furthermore, the SME's main responsibility is centered around securing robust costing inputs associated with a transparent risk profile, coming from both external and internal suppliers in the tendering phase.

In the execution phase the SME is responsible for securing that the governance of contract negotiation, award, supplier qualification and supplier performance is followed.

Scope & Environment

Reports hierarchically to the Middle East & Africa (MEA) Supply Chain Director and functionally to GCP&SO Global SME Procurement & Supply Chain Large projects. Regional responsibility for procurement of large and complex projects and the single point of contact to the Regional Application Centers (RAC) for projects execution.

The SME might support execution of global projects in the region (GAC project) should the SME be found to add value to the project.

The SME might be operating functionally in the project or might empower and coach the regional procurement resources which then be part of the project set-up and execution.

Key Responsibilities

Work in coordination with Country Procurement leader to build a Solution Purchasing set-up for each large project, leveraging a mutualized pool of Solution Purchasing & Supply Chain resources.

Be responsible for setting the regional procurement strategy outlining how to deliver complex projects in collaboration with external and internal suppliers. Be a role model in building strong relationship with externally (Supplier Relationship Management) and with internal stakeholders.

Managing and mentoring purchasing project team with the aim to secure robustness and competitiveness throughout the different stages of the project. (RFQ, Negotiations, Audit and qualification, Contract management, Value Engineering, pricing database, risk management).

Tendering work packages related to installation, commissioning, electrical works, electrical equipment and transportation.

Represent procurement and supply chain in the project gates and established governance, with a key focus of making the risk profile and exposure transparent, accurate and up to date.

Be responsible for awarding the internal and external supplier content within the agreed budget derived in the tendering stage.

Ensure Purchasing improvement action plans & initiatives are issued, developed, tracked and reported on monthly basis. Ensure performance improvement and recovery plans are developed, issued, tracked and reported in an efficient way.

Qualifications

About You

Education

University degree (Supply chain / Engineering / Commerce)

Master degree in Supply Chain or MBA is a plus

Language Requirements

  • Fluent in Arabic
  • Fluent in English
  • French is a plus


Experience

  • +10 years in purchasing / procurement / sourcing environments : EPC experience and/or execution in equipment or large projects
  • Excellent analytical and communication with high impact
  • Significant negotiation experience and is skilled in contract management
  • self-driven and able to work under pressure
  • Process Improvement and value chain analysis
  • Having faced difficult /complex operational challenges
  • In-depth knowledge of solution business in term of value chain, trends, and key success factors
