Pathfinder Overview:

Project Overview: OSRA PROGRAM is a USAID funded program that started August 2022 and is schedule to end August 20227. The program addresses both the supply and demand for the RH/FP services with a focus on youth empowerment and gender equity. The project works on the national level supporting and strengthening systems in collaboration and partnership with MOHP/Population and family planning sector. The Program intervenes in 10 governorates and provide a comprehensive capacity building of service provision adopting a total market approach so addressing capacity needs of MOHP clinics, NGO owned clinics, and private sector entities including private clinics and pharmacies. The project adopts the same total market approach in creating demand where all institutions in the country are seen with potential to contribute to addressing the unplanned growth of the population and the less-than-optimal population characteristics.

Summary of Role: The accountant is responsible for day-to-day accounting tasks associated with the OSRA project. The accountant is responsible for applying accounting procedures to program structures, cycles, and needs. The position involves reviewing, and processing expense reports and records; reconciling invoices with GL; and assisting with financial reports.

Location: Egypt

Key Responsibilities:

  • Prepares journal entries and records transactions into the accounting system.
  • Receive and review payment requests for completeness, documentation accuracy, and correct project budget line item.
  • Review cost share documentation received for compliance, completeness, and accuracy; enter information into reporting trackers.
  • Assist the Finance Manager with monthly and year-end closing activities and accrue expenses for the project at the end of the financial year.
  • Reconcile petty cash accounts to accounting books and prepare the monthly cash count.
  • Prepare payments for the payroll tax, social insurance, and other statutory withholding requirements including form 41.
  • Preparing the WHT notification to the vendors
  • Ensure that staff travel advance requests and advances for activities are processed in a timely manner and to be cleared on time.
  • Review and process trip expense reports, reviewing for completeness, accuracy, allowability, and appropriate coding; prepare trip expense reports when requested in special circumstances.
  • Assist in tracking program activity budget(s), monitor expenditures, and help prepare financial reports.
  • Process advances and reimbursable expenses to sub-recipients if applicable in a timely manner.
  • Assist the program team in handling finance tasks related to events and interventions.
  • Ensuring appropriate internal controls are in place for the project.
  • Respond to routine inquiries related to accounting and finances and assist with preparation for annual independent and A-133 audits.
  • Scan and file all accounting documentation on a monthly basis.
  • Posting the bank transactions into the bank portal and assisting the finance manager in bank reconciliation.
  • Other duties as assigned.


Required Education and Work Experience:

  • Bachelor’s degree in accounting or business administration.
  • A minimum of 2-5 years of demonstrated experience in the accounting and finance area.
  • Knowledge of the international development funding arena is desirable.
  • Familiarity with OMB 2 CFR 200 and USAID rules and regulations.
  • Excellent oral, and written communication, and problem-solving ability.
  • Excellent computer skills in Microsoft Office Suite (especially Excel).
  • Accuracy and attention to detail.
  • Professional verbal and written abilities in both English and Arabic.
  • Ability to train/mentor staff in accounting requirements.
  • Ability to multitask under tight deadlines.

  • Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.


Travel Requirements:

  • Less than 80%
